This is my 2000 Saab 9-3 Viggen 3rd tail light, that I disassembled, rewired, and connected to an Arduino, and programmed to display when I hit the brakes. The tail light is stock 16 LEDs wired in parallel. I had to cut all the traces and rewire the LEDs to be in a 4x4 series-parallel grid pattern so that I can select any of the 16 LEDs with only 8 wires (4 x-axis and 4 y-axis). The delay the 3rd tail light has from the two brake lights is the Arudino powering on, which is about 1 second.
